Minutes of September 2010 Parish Council Meeting

Held on Wednesday the 22nd at 7:00pm in the Village Hall.

  2. Declaration of interest in items on the agenda
    1. Cllr G Baines declared an interest in agenda item 4.4., Green Area in Town Farm Close

  3. Approval of previous minutes
  4. The minutes of the previous meeting were read and signed by the Chairperson as true records of the July 2010 Meeting.
    The minutes of the extra-ordinary meeting were read and signed by the Chairperson as true records of the 4th. August 2010 Meeting.

  5. Matters arising from previous minutes
    1. Tree felling and Tree Preservation Order
    2. Following another inspection by Mr. P. Haines of DBC, he expressed the opinion that the tree should be felled. Accordingly, Cllr L. McMahon has applied for planning permission to fell the tree. Clerk instructed to write to “Any Tree Problems” regarding scheduling of work.
    3. Football Field
    4. Cllrs will speak to governors of the school regarding possible use of Bishopton School field  out of school hours.
    5. White access Bards on Village Green
    6. Cllrs decided unanimously against allowing any white access bars on the village green, as it  would set a precedent. Clerk instructed to write to DBC confirming decision.
    7. Green Area in Town Farm Close
    8. DBC stated opinion that this area was private land, and would therefore cease to be cut by  their staff. If it is private land, an organisation may be set up by TFC residents to administer  it. However, BPC have reason to believe that the area may belong to the Parish , and are  seeking an opinion from DBC solicitor prior to discussion in the next BPC meeting.
    9. Finance for village hall boiler replacement and churchyard monuments refurbishment
    10. BPC acknowledged letters of thanks from the Village Hall Committee and the Church  Council.

  6. Planning matters
    1. Planning permission for development of 11-17 High Street, ref. 10/00314/FUL.
    2. Letters stating the position of BPC regarding access across the village green for this  development were sent to DBC and brought to the attention of the planners, developers and  architects.
    3. Moor House Wind Farm
    4. Nothing to report.
    5. Manor Farm
    6. Comments submitted awaiting Committee decision today.

  7. Matters raised by councillors
    1. Speed Indicators
    2. D Winstanley of DBC has stated that the speed indicator project has been stopped throughout DBC area., and that any further discussion should take place with PACT which BPC have  already participated in.  Cllr McMahon emailed to D. Winstanley requesting possible purchase of DBC un-used speed indicator for village use to which he replied that the equipment was old and raised several other problems. The topic will be discussed at the next BPC meeting.
    3. Sheds behind Town Farm Close
    4. While there has been no change in the situation, DBC have not responded to earlier requests for monitoring. Clerk instructed to follow-up.
    5. Hardstanding off Redmarshall Road
    6. DBC have not responded to previous letters. Clerk instructed to follow-up.

  8. Village Green
    1. Strimming/Grass Cutting and Turfing of Village Green
    2. Nothing to report
    3. Village Green Policy Document
    4. The new document was discussed and some amendments suggested. Cllr L McMahon will update the document with the aim of adopting it at the November meeting.
    5. Bus Shelters
    6. Nothing to report
    7. Parking on Village Green
    8. The signs have been installed as planned. A complaint received from one resident concerning the siting of one sign has been addressed, the BPC voting unanimously for the sign to be moved to a new location. Cllr L McMahon is responding directly to the complainant.
    9. Manhole outside no 2 The Green
    10. Previous repairs to this manhole were carried out unsatisfactorily, resulting in incorrect fitments and a potentially dangerous situation. Corrective repairs have been commissioned and carried out by BPC (see Finance below for costs).
    11. Village Road Signs

    14. AWG to be contacted regarding schedule for repair.
