Minutes of September 2009 Parish Council Meeting

Held on Wednesday the 16th at 7:00pm in the Village Hall.

Present Visitors:

  2. Declaration of interest in items on the agenda
    1. Cllr P Bence declared an interest in Manor Farm development.

  3. Approval of previous minutes
    1. The minutes of the previous meeting were read, amended, agreed and signed by the Chairperson as a true record of the August and July meetings.

  4. Matters arising from previous minutes
    1. No. 33 High Street
    2. Required work has been completed. Letter acknowledging this to be sent by clerk to Mr. Sturrock. In future, all planning applications to mention that gritstone emplacements are to be on edge, not flat, to conform to village standard.
    3. Cobby Castle Lane
    4. After 3 months, a reminder concerning the deferred planning application to be sent, and the item is to be reinstated on the agenda for the December meeting.
    5. Welcome Pack
    6. The new version of the “Welcome Pack” is ready and was distributed to the councillors at the meeting. It is to be distributed to all village households, and the clerk was instructed to furnish distribution plan to councillors. Councillor Fieldhouse was requested to submit a request for reimbursement of material expenses to the council. The council agreed a unanimous vote of thanks to Councillor Fieldhouse for the work entailed in producing the pack, and to Councillor Moses for her assistance.
    7. Traffic thru' Village
    8. After discussion, the clerk was instructed to request DBC for a speed monitoring box to be positioned at the West end of the village an appropriate distance from the 30mph sign.

  5. Planning matters
  6. Planning application for Downland Farm Hardstanding ref. No. 09/00444/FUL was approved (no objection).
    The clerk was instructed to ask Darlington Planning Department for the definition of what constitutes a “mobile building”.

  7. Matters raised by councillors
    1. Councillor Fieldhouse instructed to produce a flyer detailing a prescription collection service for elderly/infirm residents to evaluate interest in such a service, and to identify any volunteers to undertake it.
    2. Mr. and Mrs. Brannen have indicated to Cllr Fieldhouse that they propose to withdraw the football field amenity provided for use of village children under planning application 04/00908/FUL, due to damage/trespass/abuse by users. Cllr Fieldhouse asked them to put it in writing. Clerk has subsequently written to Mr. and Mrs. Brannen requesting reconsideration subject to any actions BPC can take to alleviate the problems.
    3. Manhole cover outside No. 2 The Green to be inspected by Councillor Fieldhouse with a view to possible repair.
    4. Damaged warning signs at bend near Berkeley Springs to be brought to attention of DBC Highways Department by the clerk.
    5. Waste disposal/recycling – no notification of the changes was received by most village residents prior to the change taking place. DBC representative B. Jones is querying Darlington Borough Council concerning this.

    Darlington Borough Councillor B. Jones left the meeting, 8.15pm.

  8. Village Green
    1. Councillors Fieldhouse and Moses and the clerk are to obtain quotes for work on the village green.
    2. Access across the village green was discussed and reaffirmed as being BPC property.
    3. The clerk was instructed to elicit progress on the inspection of village green trees. Councillors were instructed to locate sites and identify tree types suitable for new plantings on the village green.

  9. Bishopton Community Group
  10. A meeting is planned on 14th October, 2009, Councillor Moses to make available minutes of last meeting for distribution.

  11. Wind Farm Proposal
  12. Discussed, no action at moment on wind farms in Bishopton parish.

  13. New Residents
  14. Dave,Dawn and Ell have moved into Burton Holgate House, 1, St. Peters Wynd, which was vacated by Ian and Ceri Mather recently.

    3. A sum of £135 was paid for strimming and tidying of the green on three occasions.

      Letter from DBC “Information regarding a planning application” which had attached a document entitled “Have Your Say On Planning Applications”, copy available from clerk on request.
      Agenda for meeting on 16/09/09 of “Darlington Association of Parish Councils and Parish Meetings” plus minutes of previous meetings in May, June and July of 2009.
      Letter from DBC Head of Streetscene Brian Graham advising that “alleged Damage to Village Green” has been forwarded to DBCs insurers for investigation and reply direct.
      Letter from Darlington Association of Parish Councils and Parish Meetings informing of meeting on 22/09/09 6.30pm at Darlington Town Hall.
      Notice of grant of planning permission from DBC concerning Downland Farm ref 09/00137/FUL Conversion of redundant farm buildings etc.
      Letter from NHS for residents with long-term health conditions, with poster for display.
      Letter from Mayor of Darlington inviting Cllr. Mmahon to Mayor's charity ball on 16/10/2009 plus poster for display with general invite.
      Letter from Fosters Forestry & Gardens offering services for Tree Surgery.
      Copy of letter from Mr. and Cllr. Bence sent to DBC on 31/05/2009 regarding tree root damage to house.
      Background papers, Core Strategy, Policies and Sites, Habitats Regulations, and several other papers concerning the Tees Valley Joint Minerals and Waste Development Plan have been received, and are available on loan from the clerk by request to interested villagers.
