Minutes of November 2009 Parish Council Meeting
Held on Wednesday the 18th at 7:00pm in the Village Hall.

At the start of the meeting, Mr. Ainsley, resident of Bishopton, was asked if he had any particular subject he wished to address, and he indicated his deep concern regarding the speed of traffic thru' the village (item 4.7. on the agenda). He was appraised of the past and present initiatives taken by the council intended to curb the speed of traffic thru' the village.
It was decided to write to DBC and request the speed/traffic monitoring equipment be placed at the west end of the village just outside No 1, The Green so as to assess the speed of traffic as it enters the village. Also following on from that to have the equipment placed at the east end for a period of time. When this data has been received the Parish Council will consider what their options are. Mr. Ainsley offered to apply his best efforts in conjunction with the council to assist in this matter, which the council accepted. Mr. Ainsley then left the meeting at 7.10pm due to other commitments.

Nothing heard from Mr. and Mrs. Brannen. Clerk instructed to write requesting reply to previous letter.

- Fly Posting/Tipping
Responses received to letters sent by clerk from Durham CC only, and response from Darlington BC to emails from Cllr McMahon. Posters removed from most signs but not all.
All fly-tipped materials mentioned in email removed by DBC.
- Signs at Barclay Springs
Damaged sign not yet replaced, and damaged bollards not repaired. The council believes that the warning chevrons are inadequate, and point out that a car went thru' the hedge into Robson's field on 11th. November, 2009, though fortunately no one was seriously injured.
- Firewood for pensioners
Two requests were received. The clerk was instructed to ask for a notice to be included in the Parish News.
- Hedgerows
The clerk was instructed to write to Darlington Borough Council Highways Department concerning the hedgerow on the left at the junction to Redmarshall Road and the High Street, which is restricting vision for traffic turning right towards Stoney Flat Farm/Barclay Springs.

It was suggested that future circulation of comments sheets for planning applications could start with Cllr. Bence where possible so that her comments could be viewed by other cllrs. without re-circulation of the comments sheet. Also that any comments sent with the Parish Council's response must have the approval of the majority and it might be necessary to have an extra-ordinary meeting to discuss the response.
- Town Farm Residents concerns regarding buildings in field, and also council concerns regarding building/hard standing in field next to reservoir off Redmarshall Road.
The clerk was instructed to write to DBC with details, also noting a building near the reservoir off Redmarshall Road and hard-standing which has already been partially laid. It is necessary to ascertain if these building are ‘mobile’ and therefore do not require planning permission

Clerk instructed to write to DBC Highways Dept. requesting repair
- Flooding of roads
Clerk instructed to write to DBC Highways Department regarding severe flooding of roads due to blocked land drains at the entrance to the Windsurfing Centre, and also the drain outside “The Garth” on Redmarshall Road.
- Village Green
- A Xmas tree similar to previous year's is to be obtained. Cllr. Wood instructed to obtain some more suitable lights. Cllr MacMahon to produce a flyer similar to last years for circulation prior to carol singing.
- Dog Fouling
DBC Dog Warden will monitor situation. One resident fined £50 for dog fouling offence.
DBC Cllr. Brian Jones left meeting at 8.15pm.
- Bishopton Community Group
Discussions took place regarding BPC funds possibly available for Parochial and Village Hall assistance, for example helping with funding to replace Grave Stones in St. Peters Churchyard. Report was received of breakdown of village hall boiler, replaced at cost exceeding £2000. The council voted unanimously to assist the Village Hall Committee in meeting this expense.
- Wind Farm Proposal
- East/West Newbiggin Windfarm Plan discussed, apparently number of turbines reduced to four currently. Meetings to take place shortly, to be covered at next council meeting.
- New Residents
- Cllr Moses has called to welcome new resident of Church View but has not been successful so far.
- Financial
- Income – None Reported
Forms received from DBC regarding the Parish Precept for next year, to be discussed at next meeting.
- Expenditure
A cheque for £50 was authorised to pay Cllr. Moses for Cenotaph Wreath on Remembrance Sunday. The council expressed thanks to Cllr. Moses for carrying out the council's requests.
