Minutes of May 2010 Parish Council Meeting

Held on Wednesday the 19th at 7:15pm in the Village Hall.

Present Visitors:
  1. Cllr B Jones - representative for Darlington Borough Council
  2. Mr Terry Hughes
  3. Mr Hughes was invited to address the meeting, and raised the problem concerning nuisance  caused by children playing around the village and misbehaving. In particular, children  climbing onto and into a skip being used by a resident situated near to Mr Hughes residence,  and scattering large amounts of rubbish in the vicinity - which Mr Hughes had cleared up on  several occasions. Discussions ensued, with the council detailing previous and ongoing  efforts to provide facilities for the village children, e.g. football pitch. Several avenues were  suggested to alleviate the problem, including approaches to children's parents. Cllr B Jones  pointed out that BPC involvement was not within the councils remit, and that the  Community Police Officer should be utilised. The clerk was instructed to write to Darlington  BC regarding possible use of Bishopton School field.

  4. Cllr P Bence declared an interest in Manor Farm development.

  5. Approval of previous minutes
  6. The minutes of the previous meeting were read, amended, agreed and signed by the Chairperson as a true record of the April 2010 meeting.

  7. Matters arising from previous minutes
    1. Tree felling and Tree Preservation Order
    2. Cllr L McMahon is to compose a letter outlining our dissatisfaction with the TPO procedure for consideration by the council prior to transmission to DBC.
    3. Water on Redmarshall Road
    4. Due to the dry weather, the problem has temporarily disappeared. The clerk reported communications from Northumbrian Water explaining that it was not their installations at fault. The water is run-off from the surrounding land, and is thus the province of the Environment Agency (or possibly the highways department of DBC?). When the problem re-occurs, Cllr P Wood will contact the Environment Agency.
    5. PACT Meeting
    6. Subsequent to the meeting (minutes/report on file), councillors noted that the meeting was for the whole of the Darlington North East area and not just Bishopton. Councillors noted that the problem of Dog Fouling was no longer a priority for attention. Cllr B Jones  addressed the ongoing traffic speed problem in Bishopton, and informed the council that  speed visors were unavailable for the future despite considerable efforts on his part to get DBCs utilised rather than left unused due to lack of funding/personnel to mount/operate  them. Councillors are providing assistance for the operation of a manual speed check by the Community Police Officer when he so requests.
    7. Annual Assembly Meeting
    8. The minuets of the meeting were approved and filed for the next meeting.

  8. Planning matters
  9. Planning permission has been granted by DBC for the Cobby Castle Lane Field No 5542  replacement of existing barn etc. for equestrian use, Ref:- 09/00649/FUL

  10. Matters raised by councillors
    1. Clerk instructed to write to DBC Highways regarding letter from resident about state of  verges on Witton Road.
    2. Clerk instructed to write toDBC Streetscene concerning demolition of redundant bus shelter.

  11. Village Green
    1. Strimming/Grass Cutting and Turfing of Village Green
    2. Cllr L McMahon will keep a record of the frequency of grass cutting of the village green.  Councillors noted that the strip of village green between the garage and the 30mph sign on the East of the village was no longer being cut. The clerk was instructed to write bringing this to the attention of Streetscene. The village green has been strimmed/tidied as previously, but the re-turfing of salt-affected areas has not yet been done.
    3. Village Green Policy Document
    4. No response from DBC. Cllr B Jones requested copies of all unanswered correspondence with DBC from the clerk.
    5. Posts around the Village War Memorial
    6. The posts have been rubbed down and one coat of paint applied. A work party is planned for 10am on 30/05/2010 to complete the project. Cllr R Fieldhouse is donating Hammerite paint, Cllr P Wood is providing "Wet Paint" signs and brushes, Cllr G Baines is organising white paint.
    7. Parking on Village Green
    8. Inconsiderate parking, mainly by residents and their visitors, is causing problems to several residents fronting the village green, including some elderly and/or disabled residents who may need access by emergency vehicles at any time. Cllr B Jones is bringing the matter to the attention of our Community Police Officer, Julian Brown. The council is seeking quotations via Cllr G Baines for two signs on small posts stating that parking is for residents only, by order of the parish council. Cllr L McMahon will arrange for an item in the Parish News concerning inconsiderate parking on the village green.
    9. Skip
    10. A skip has been organized for the May bank holiday weekend i.e. 28th May - 1st. June 2010.

  12. Wind Farm Proposal
  13. Cllr Jones said that no date had yet been fixed for the Moor House application and DBC  were considering holding a special meeting because of the public interest etc.
