Minutes of May 2009 Parish Council Meeting

Held on Wednesday 20th at 7:15pm in the Village Hall.

  1. Declaration of interest in items on the agenda
  2. Cllr P Bence declared an interest in Manor Farm development.

  3. Approval of previous minutes
  4. The minutes of the previous meeting were read, amended, agreed and signed by the Chairperson as a true record of the April 2009 meeting.

  5. Matters arising from previous minutes
    1. No. 33 High Street
    2. DBC inspector visited the property re enclosure of agricultural land. He reported the enclosure was a "stock fence" and did not require planning permission. The DBC solicitor is writing to the resident concerning the restitution of the village green in accordance with previous agreements. BPC will monitor the situation.
    3. Bus Shelters
    4. No further developments.

  6. Planning matters
  7. A planning application ref No _09/00137/FUL has been received for Downlands Farm. The documents will be circulated to councillors for comments to be collated by the parish clerk and returned to DBC by 4th June, 2009.

  8. Matters raised by councillors 7 days prior to meeting
    1. Dog fouling
    2. DBC Dog Warden has attended the village on several occasions, but has nothing to report. Parish clerk attended DBC Public Consultation Meeting on 13th May - new by-laws are same as old by-laws but are now covered by one overall by-law rather than several. DBC stated that one full-time dog warden plus 3 staff with "some partial responsibility" covered the whole of DBC. Any prosecution not directly instigated by the activity of these staff relied upon presentation of evidence and depositions by members of the public.

  9. Village Green
    1. Village Work Party
    2. A work party was carried out on Sunday 10th. May. Fertilizer and grass seed were successfully applied to the Green
    3. Damage to Green
    4. Discussions took place about repairing and preventing further damage to the Green.
    5. Village Green Policy Document
    6. A draft policy document for the village green was produced in 2007 and remains in progress with DBC. Parish clerk instructed to pursue the project.
    7. Skip for Bank Holiday Weekend
    8. A skip is to be provided by John Wade Limited on the car park next to the village hall from 22nd. May for one week. Residents may use it for approved types of rubbish only. Notices concerning the use of the skip will be affixed by BPC.

  10. Wind Farm Proposal
  11. A monitoring mast half the height of the proposed wind turbines has been erected at Gilly Flats. Discussions took place, covering items such as the DBC policy of supporting wind-farms of 4 to 6 turbines, which would seem to contrast with the 11 turbines proposed. Councillors will continue to monitor the situation.

  12. New Residents
  13. BPC welcomed Neville and Christine Briscoe to the village. Their family have long been associated with Bishopton.
    Discussion regarding a "New residents leaflet" or "Welcome pack" were postponed to the next meeting.

  14. Financial
    1. Bills to be paid.
    2. There are two outstanding bills to be paid covering seed and fertilizer used by the village green work party. Payment is postponed until the return of the BPC Treasurer from holiday.

    1. Received
      1. Letter from DBC concerning Vacancy in the Office of Parish Councillor enclosing statutory Notice for Display.
      2. Letter from Cllr F Fabi officially tendering resignation from BPC.
      3. Copy of letter from DBC solicitor to Mr.Sturrock concerning 33 High Street (restitution of village green).
      4. Letter from B. A. Wilson registering interest in vacant office of parish councillor.
      5. Letter from P. Slater registering interest in vacant office of parish councillor.
      6. Letter from B. A. Wilson withdrawing interest in vacant office of parish councillor in order to save election costs.
      7. Card from S. Bell, previous BPC clerk, thanking BPC for appreciations of service.

      1. Letter to John Wade Ltd. requesting skip for May bank holiday.
      2. Letter of thanks to F. Fabi for his five years of unstinting service to BPC.

  16. A.O.B
    1. Mr F. Fabi
    2. Although a letter had been sent to Mr. Fabi it was RESOLVED To record formally the Council's thanks and appreciation for all his hard work and effort during his membership of the Parish Council.

  17. BPC – Casual Vacancy
  18. A letter from DBC concerning this vacancy and enclosing a statutory Notice for Display had been received and placed on the village notice board. Mr.P. Slater and Mr. B. Wilson had both written registering their interest in the vacant post. Subsequently Mr. B. Wilson had sent a letter withdrawing his interest stating his reason was in order to save election costs to the Parish.
    As the sole candidate, Mr. P. Slater was duly proposed by Cllr Ridley and seconded by Cllr. Fieldhouse for co-option on to the Parish Council.
    The clerk was instructed to write to Mr. Slater informing him of the appointment and requesting completion of the necessary forms.

  19. Manor Farm
  20. Mrs. P Bence left the meeting at 7:55pm. Developments at Manor Farm were discussed. No progress is being made currently. The council Chairperson and Vice-Chairperson were instructed to meet with DBC Senior Planning Officer to consider options.
