Minutes of March 2009 Parish Council Meeting
Wednesday 18th at 7pm in the Village hall.

There were no declarations of interest in items on the agenda
- Approval of previous minutes
The minutes of the previous meeting were read, amended, agreed and signed by the Chairperson as a true record of the February 2009 meeting.
- Matters arising from previous minutes
- With no response from Mr Sturrock the members felt that there was no alternative but to ask the Borough Solicitor for advice about this situation. (Parish Clerk to action).
- Traffic Survey
Cllr Jones had emailed the Parish Clerk to confirm instructions and he will respond as soon as possible. To be marked forward to the next Agenda.
- Path outside The Barn – It was considered that no further action needs to be taken on this issue at the present time.
- The position of Parish Clerk and the draft job description was discussed and the members questioned Mr Smith regarding his application. Mr Smith was also given the opportunity to have any queries about the position answered.
- Members commented how much safer the crossroads at the Gt Stainton end of the village now was after all hedgerows have now been cut, allowing motorists to see oncoming vehicles.
- Bird Scarer
The Chairperson provided rules and regulations regarding Bird Scarers to be filed. In this instance the offending Bird Scarers are acting within the regulations and as such no further action is needed.

- Wind Farm Update
The members were updated regarding the current status of the local wind farm proposals by Cllr Wood. It was also agreed to place this item on all future agendas.
- Association of Parish Council
Cllr Wood and Cllr Moses attended the meeting of 17 March, 2009 and a full update was given to the Parish Council members. This item will also appear on the agenda for the month in which the Association of Parish Council’s quarterly meeting is to take place.
- Village Green
- Clerk to correspond with Phil Haynes to establish when the rest of the works agreed to be carried out will in fact be completed.
- Mr F. Wall to make steps safe adj. to No. 5 the Green.
- Parish Council to contact Streetscene to advise that a) the post near bus shelter in centre of the village needs removing as the sign is no longer attached and b) that the bus shelter at the end of the village needs attention.
- Parish Clerk to produce flyer regarding the Litter pick on 29th March, 2009
- Parish Clerk to contact Northumberland Water requesting they re-plant bulbs destroyed at the layby/bridge.

- It was confirmed that Darlington Borough Council does provide an assisted service for any persons who have difficulties putting out their bins. Details needed: Name/address/reason
- It was decided not to plant any extra bulbs around the village.
- It was agreed to offer the position of Parish Clerk to Mr Mike Smith. Parish Clerk to contact him asap.
