Minutes of December 2008 Parish Council Meeting

7pm in the Village hall.

Present Visitors:
Cllr B Jones - representative for Darlington Borough Council

  1. Apologies
  2. None

  3. Declaration of interest in items on the agenda
  4. There were no declarations of interest in items on the agenda

  5. Approval of previous minutes
  6. The minutes of the previous meeting were read, amended, agreed and signed by the Chairperson as a true record of the November 2008 meeting.

  7. Matters arising from previous minutes
    1. No 33 High Street - it was agreed to send a copy of letters sent to Mr Sturrock to the Borough Solicitor to ask advice regarding how to proceed with this matter. It was also noted that a change of use of land from agricultural to private garden needs planning permission. DBC to be informed that fencing has been erected adjacent to the property in the field which looks as through it will eventually become a garden for the said property.
    2. Traffic Survey results discussed
    3. New church gates - The church gates have been replaced without any further restoration as the PCC have confirmed that listed building permission is required. The PCC will follow this matter up.
    4. Hedgerow at crossroads at the west end of Bishopton has been cut apart from small field on the left hand side as you depart the village. Parish Clerk to establish if this can also be cut back.
    5. Streetscene confirm that they have collected fallen leaves on the village green already but are due to re-inspect in order to establish whether they should scoop again. Chairperson to contact Streetscene.
    6. Letter of thanks to be sent to the Youth Club for decorating the notice board.
    7. Sympathy card to be sent to Rev. D. Brooke.

  8. Planning matters
    1. Applications -None
    2. Erection of Wooden Stabling
    3. This item was discussed and the question of traffic/parking was raised. Councillor Wood reported that he had spoken to the owner, who had informed him it was a temporary shelter for his horses and he did not need planning consent. It was agreed that no further action would be taken regarding this matter.

  10. The boulders opposite the Talbot have been replaced on the village green

  11. New Residents
  12. None Reported

  13. Financial
    1. Precept Year 2009/10 - The members agreed to reduce the precept by 10% for this coming year. Cllr Wood to inform DBC.
    2. Items for consideration 2009/10
      1. The installation of pavements along the Village Green was thought not to be appropriate.
      2. The PC to look at speeding and parking issues in the New Year.
    3. Invoice for 2 heaters for the village hall - £48.00.
    4. Christmas Lights: £217.00 + VAT

  14. The Barn
  15. It was reported that the path, renewed recently outside this property appeared to be breaking up. It was agreed that all councillors should examine the path prior to the next meeting.
